Building technical and strategic capacities to transform public safety and justice in the State of Rio de Janeiro.

Using quantitative and qualitative research techniques, this project aims to develop and validate methodological strategies to map, monitor, and mitigate the impacts of violent criminal organizations in Areas with Severe Operational Restrictions (ASRO) within Light’s concession area. The initiative integrates the company’s internal data with other public and private information sources, focusing on identifying the extent and evolution of ASROs, as well as analyzing the specific territorial dynamics of each criminal group, particularly measuring the impact these groups have on territorial control and their relationship with electricity distribution services.

Este projeto, desenvolvido pelo Leme a pedido do Banco Interamericano de Desenvolvimento (BID), teve como objetivo consolidar indicadores de segurança pública e crime organizado no Brasil, estruturando uma base abrangente de dados capaz de qualificar o diagnóstico sobre a dinâmica da violência criminal no país.

This project, developed by Leme in 2025 at the request of Neoenergia, aimed to analyze the public security situation in Pernambuco, focusing on identifying the presence and activities of organized criminal groups and their impacts on the utility’s operations.
