Our Work

Strengthening Police Institutions

In Brazil, police institutions still operate in a fragmented manner, with limited use of data and evidence and without a strategic perspective. This weakness undermines the development of effective public safety policies grounded in rigorous diagnostics, clear priorities, and well-informed decisions. In this area, we offer support for the following challenges:

Challenges

  • Identifying policing practices that reduce crime by designing and testing projects informed by scientific evidence.

  • Designing municipal police forces with strengthened technical and management capacities oriented toward violence reduction.

  • Reinforcing external oversight mechanisms for policing activity, with systematic monitoring of operational standards and outcomes produced by law enforcement agencies.

Controlling Violent Organized Crime

Violent organized crime is one of the most significant public safety challenges in Latin America. In Brazil, it manifests primarily through armed territorial control, the exploitation of licit and illicit businesses, and violence directed at law enforcement. In this area, we offer support for the following challenges:

Challenges

  • Conceptualizing and measuring the territorial control of armed groups, developing metrics to assess their presence and activity.

  • Identifying and developing future public safety leaders through the formation of an active and committed professional network.

  • Identifying successful strategies and proposing new approaches to address the problem, through the production and dissemination of evidence.

Addressing Violence Against Women

In 2025, 4 in 10 Brazilian women were victims of some form of violence (FBSP and Datafolha). This reality challenges existing protection frameworks, calling for stronger strategies for mapping, implementing, and evaluating initiatives aimed at preventing (re)victimization. In this area, we offer support for the following challenges:

Challenges

  • Building a data and research system on domestic violence, deepening understanding of revictimization patterns and risk factors.

  • Supporting public institutions in formulating and monitoring policies, providing diagnostics and technical inputs that contribute to more effective victim protection measures.

  • Sharing relevant evidence and experiences to promote institutional learning and the exchange of good practices across different agencies and territories.

Preventing Youth Involvement in Crime

The involvement of adolescents and young people in criminal activity — particularly in contexts marked by the presence of violent organized groups — is associated with trajectories shaped by cumulative exposure to violence, social vulnerability, and gaps in public service provision.

Preventing this involvement requires targeted strategies sustained by scientific evidence. In this area, Leme works to support the following challenges:

Challenges

  • Developing information systems that enable the identification and monitoring of risk situations, integrating territorial and administrative data across sectors to support the tracking of individuals in greater vulnerability and to strengthen the institutional capacities of the public sector.

  • Identifying and evaluating the impact of promising social protection and inclusion initiatives, generating evidence on what works in crime prevention and supporting the dissemination and scaling of effective strategies.

Expanding Municipal Leadership

Municipal governments play a fundamental role in violence prevention, as recognized by Brazil's SUSP Law, which guides cooperation between municipalities and other levels of government. This requires city halls to coordinate local actions and integrated security policies. In this area, we offer support for the following challenges:

Challenges

  • Strengthening the institutional capacities of municipal governments by structuring dedicated public safety policy units.

  • Developing municipal security plans that align diagnostic analysis, priority areas, and governance frameworks.
