Description

This project, developed by Leme in 2025 at the request of the City of Rio de Janeiro, aimed to support the design of the city's first-ever municipal public security policy. The initiative was structured around four complementary components: the Municipal Force, focused on the development of the Municipal Guard’s Elite Division; the Urban Crime Reduction Program; CompStat Rio, an adaptation of the data-driven management model created by the New York City Police Department to the municipal context; and the Rio de Janeiro Municipal Public Security Plan. The project combined territorial diagnosis, the development of management tools, the design of operational procedures and accountability mechanisms, and the intensive use of data to support decision-making at the local level.

Results

The project resulted in the delivery of more than 15 executive reports and 25 technical outputs, consolidating a municipal public security policy model with the potential to be replicated by other Brazilian municipalities. The Municipal Guard’s Elite Division was developed from its institutional design through to its operational implementation. CompStat Rio was designed and implemented as an interinstitutional coordination mechanism, integrating visible policing and municipal urban interventions with a focus on reducing robberies and thefts. The Rio de Janeiro Municipal Public Security Plan, delivered in April 2026, organized the municipality’s role in public security for the first time through clearly defined goals, assigned responsibilities, and a medium-term planning horizon, based on a comprehensive diagnosis of the city’s crime patterns, key challenges, and institutional capacities.
