In April 2026, Leme carried out an institutional agenda in Fortaleza focused on strengthening coordination with partner institutions and monitoring the implementation of initiatives linked to the Government of Ceará’s Integrated Program for the Prevention and Reduction of Violence (PReVio). The visit also aimed to align strategies, deepen interinstitutional dialogue, and advance the structuring of processes related to data production and use.

Participants included Julia Guerra, director of projects and research and co-founder of Leme; Julia Mansur, public policy analyst; and Tony Araujo, researcher at the organization.

On Wednesday (22), the team met with the PADIN+ team at the Ceará State Department of Education (SEDUC), in a meeting focused on deepening the program’s areas of work. This was followed by a meeting with Emanuelle Grace, Executive Secretary for Municipal Cooperation, SEDUC coordinators, representatives from the Casa Civil do Governo do Ceará, and members of PReVio, including Everton Cabral Maciel, monitoring and evaluation manager; Marcus Vinicius Adriano Araujo, monitoring and evaluation analyst; and Franklin de Sousa Torres, consultant in monitoring and evaluation of urban violence prevention programs and projects.

On this occasion, Julia Guerra presented the evaluation plan for the InteliGENTES and PADIN+ programs, as well as an overview of the partnership between Leme and the Casa Civil. The stage of program implementation was discussed, along with logistical issues related to accessing educational data.

Later that same day, the team visited the Perícia Forense do Estado do Ceará (Pefoce), responsible for the Forensic Laboratory component of PReVio. The meeting included Manuela Cândido, director of planning and internal management, and Átila Einstein, deputy chief forensic expert.

The meeting focused on presenting Leme and the proposed evaluation of the laboratories. The Pefoce team shared information on investments in equipment, institutional organization, and the expected uses of acquired technologies, as well as their potential impacts on the production of forensic evidence. Strategies for structuring and accessing forensic data within the evaluation project were also discussed.

On Thursday (23), the agenda continued with a meeting at the Casa Civil to address the process of requesting data from municipal education departments. The meeting covered logistical and legal aspects related to Brazil’s General Data Protection Law (LGPD), with the participation of SEDUC representatives and the data management team.

In the afternoon, a virtual meeting was held with representatives of municipal education departments, SEDUC coordinators, the deputy secretary, and Casa Civil members. Leme presented the objectives of the impact evaluations conducted under PReVio, detailed the PADIN+ and InteliGENTES initiatives, and highlighted the role of evidence production in improving public policies.

The agenda also included a meeting with Professor José Macedo, from the Universidade Federal do Ceará (UFC) and former chief scientist of the state, who shared experiences in data analysis projects with potential contributions to improving ongoing initiatives.
