On Thursday (15), Joana Monteiro, Executive Director and Co-Founder of Leme, participated in the event “60-Day Review of the Municipal Force’s Operations,” organized by the City of Rio de Janeiro. The meeting brought together authorities, public managers, and experts to discuss strategies for strengthening municipal public security, with a focus on data-driven management, institutional integration, and violence prevention.
The program featured the participation of Marcio Mattos, General Coordinator for Governance and Management of the Unified Public Security System (SUSP); Michele dos Ramos, Director of Education and Research at the National Secretariat of Public Security; Antonio Oliveira, Director-General of the Federal Highway Police (PRF); and Brenno Carnevale, Rio de Janeiro’s Secretary of Urban Security.
During the event, the City Hall presented the results of the Municipal Force’s first 60 days of operations. The unit, an elite division of the Municipal Guard focused on preventive and visible policing, conducted more than 2,700 stops and made 504 arrests and referrals during the period, with no reported firearm discharges by its officers.
“The force’s performance during its first 60 days, without discharging firearms while carrying out a significant number of stops and arrests, is a very positive result,” said Joana Monteiro, Executive Director of Leme.
The event also marked the official inclusion of the City of Rio de Janeiro in the federal program Safer Municipality (Município Mais Seguro), an initiative of the Ministry of Justice and Public Security aimed at strengthening the institutional capacities of municipal guards through training, equipment modernization, and the improvement of local public security policies.
